Chances are, he's trying to suss out how you feel about hanging out one-on-one without having to stick his neck out and actually ask you.

To deal, try extending the conversations you do have a little each time, or taking some sort of action yourself to show that you're interested.
It doesn't have to be anything big, just a little sign that you like hanging out with them and wouldn't mind doing it some more.
This is not to say that you should feel the need to actually alter your personality just because someone finds you a little intimidating. Is he enthusiastic about this, but he doesn't seem to know how to take it to the next level?
